An amazing style, but how is it done?

Hi there,

I'm very new to the community, I'd heard of piranesi before but never thought much of it until I came across some images done with it for a competition.

Does anyone on the board know what sort of style I need to use to achieve this? This effect blows me away.

it looks to me as if the sky at least was done using the painter tool over an image of red sky.
